I think we will see a refreshed mini. The biggest change will be switching the power connector to Magsafe - makes it almost as easy to use with the new Apple LED Cinema 24" display (and the other likely successor models) as having an iMac... only you can replace your mini and/or take it with you whereever you go. To that end I suspect we will see a Mac "nano" smaller model perhaps with a built-in screen to leverage the HD into a super-iPod when on the go, and removal of the optical drive entirely. But I like to dream.
That said, no, I would not buy a mini until they are refreshed. The current (old) models haven't had a significant logic board upgrade since they were introduced, they've just had a drop-in CPU upgrade. I would be more inclined to build a hackintosh to do the things that a mini could do but with even more capabilities.
