I would never agree to this if I were looking for a new job, unless it was specified in the contract that I would also get 1 years pay.

I wouldn't either. Most companies now try to get employees to sign one but in a small/specialized industry, it's basically signing a piece of paper that says you agree to be unemployed for X years. So unless they're paying me for those years I always reject.
