the fact that the enemy is even thinking about doing things in the U.S. proves:
they are still around

and the theory that fighting them over there will not require us to fight them here is naive at best
Translation:
I hope they are still around( just to make me look good), mission was not accomplished(no translation needed), fighting them over there so we won't fight them here must fail so we won't do it again.
