All of these programs rely on honest and honorable people to staff and run them and honorable and decent people to benefit from them. When morality breaks down within the system and among those availing themselves of the system you have caos.
When there is big money to be had, people cheat and lie, steal and abuse the system. It's true in private industry too. For example the auto and health insurance scammers.
We, the good guys, pay for the fraud and corruption through higher taxes and higher rates and higher cost of goods and it gets worse every day.
To fix it we need to start with teaching children right from wrong. Make the accountable for their actions. Respect other people and their property. Lying is wrong. Stop with the "social justice", and how to play the victim education.
