Because it's:
1- a psychological compromise between 2 years (too long) and less than 1 year (too short!)
2- Just barely enough time to remove all the incredibly huge amounts of materiel that we've emplaced in that embattled nation. I recall seeing a study that detailed how long it would take to get all the vehicles out, and it was something like 14 months of just plain evacuation. The alternative, of course, is to either demilitarize them and/or destroy them.
3- At the start of the Obama Administration's campaign drive for his second term in 2012.
