A dog owner friend also suggested to redirect a dog behavior with a spray water bottle. We will be the one in the neighborhood with a fence link decorated with colorful spray water bottles 
As for the fence, we will install another sheet of rabbit wire outside part of gate. Sort of double the layer the gap between the doors.
