I've been doing some reading on this lately...
It's my understanding that under the law you can port your landline number to VOIP or a cell phone and you can port your cell phone number to a different cellular provider, but porting a cell phone's number or a VOIP number to a landline is voluntary on the part of the service providers and is therefore next to impossible.
The exception is for Verizon customers. They will port a Verizon cell number to a landline if they are the POTS provider in that area.
I wonder if you could switch the second line to a pre-paid cellular plan. If so, that would probably save you some money.
