Now that I think about this seriously, the neighbor did receive a certified letter a few months ago. As it turned out, it was an error, but they were putting her on notice that a contractor's lien had been placed against her property. You haven't done business with any weird contractors have you? In the case of my neighbor, the lien was actually being placed against another house on the block. The contractor they had hired to replace the windows had taken the customer's money but had not paid for the windows.
