The plan was a one billion dollar appropriation by congress. The plan did not have any way to replenish itself, so it would obviously "go broke" eventually. A poor choice of words, IMHO.
The quicker the funds run out, the more popular the plan is, eh? I deliberately avoided the term "successful" since I have no idea if it is/was.
