The whole "Themes" concept now in PPT 2007 just seems to work wacky for me. Maybe it's because of the way I usually work. I think you really have to get a handle on it now. I don't work enough in PPT to really have it down.
Try this:
Go to View and in Presentation Views pick Slide Master, then select the Master that you want to have your new Master under. Then select Slide Master in the top right of the Ribbon and select Insert Slide Master. That will put a second blank Master under your original.
