OK, the last time there I stayed in the old town, half a block away from main street, Hotel Reither, very decent, old fashioned, with a a thriving house of ill repute across the street.
But that was several years ago, I still think that going by your requirements, an Ibis would be a better choice, nice, safe, free working wifi, relatively cheap...

I tend to look for Hostels. Plain, but always fun and clean.

Yes, good reminder - Ibis on Mariahilf is the one I disliked. The one downtown may be better, but I doubt it.
