Install the same OS you are using now onto the new drive. Then use Migration Assistant to move everything from your old drive to the new drive. Be patient, let MA run overnight.

I have a nightly clone of my internal drive. Last fall when I got my new iMac, I'm pretty sure I just let the new OS copy all the data over from the clone. Did I use Migration Assistant? Can't recall, but it went pretty well, and all my folders and files remained intact, even email, which I was worried about.

Well, the first migration didn't go as well as expected, and the drive won't boot - it's in an endless startup loop. A "Sorry" notification at the end of the migration sequence this AM listed way too many files that didn't migrate, so it's very possible a few necessary files were left out of the migration.
… back to step one again. It may be necessary to do a clone rather than deal with the Migration Assistant and TM. But that will take another day. Thanks for the helpful insights!

These days I think it makes more sense to just start fresh like we used to do with Win95 thru WinXP any time there was a problem you just didn't have time to troubleshoot.
Start over fresh and move on.
