Yep, it is definitely reminiscent of the "Big Fin" Batmobile of the 90s. I can kind of see this as a villain's car, maybe for Mister Freeze? It would be perfect for the Silver Surfer except that he doesn't, as afar as I know, need a vehicle other than his surfboard.
