For the rack I would over engineer it with a proper nut and bolt setup with proper corrosion resistant treatment for the hole and the overall connection.

Might be better to get longer stainless machine screws that are the correct diameter for the hole in the rack and use a large washer and lock washer and nut on the inside of the trunk
The trunk lid is two pieces welded together so I'd have to drill holes in the underside of the lid to get a screw or bolt down thru it.
The salesman probably picked up a few extra bucks on his commission by selling a dealer-installed accessory.
I don't know-I never saw a TR6 without that luggage rack!
Odds are that you'll never carry anything on that rack
