Windows question - update file modified date

I have doubts that any utility can change the dates without the proper privileges.

You either need to find someone with network privileges to modify/write those files to change the dates, or assemble everybody in the IT managers office and don't leave until they/it grants it to someone in your group.

About 20 years ago our college IT department decided to basically lock down faculty computers with a program that I think is called Deep Freeze. A group of us wrote a new policy regarding what IT could and couldn't do with faculty computers and we also wrote a policy that established the, "IT Oversight Committee" composed of a majority of faculty along with the director of IT and a couple of his minions. We brought it to a faculty meeting and it passed overwhelmingly and was put in place. The IT director hated us through the rest of his career but it did stop cold most of the shenanigans that occur at other places. The only reason we could do this was because our statutes say that faculty determine the rules of the institution that impact teaching and research.

Unfortunately, my group is a small department in a large global company. We're a necessary part of the operation but our needs aren't well understood.

Write a CYA memo, and escalate it as high as possible.

Ask them for a really nice (read: expensive) printer and file cabinet! See if they think that will save any money versus what they intend to do as of now.
