I may be in the minority here, but IMHO “covers” are like movie remakes. If the originals were great, the copies rarely improve on them.
What made the originals great was that they presented something new and unique.
As LZ said above, “they gotta write their own stuff and it needs to be good”.

Sometimes the cover reworks the original in a way that transcends; not that the original was bad, but the cover hits different.

Sometimes, but rarely.
An example: these bands are highly skilled, and I'm sure they're are having a good time, but IMHO their "covers" bring absolutely nothing "original" nor "transcendent" to the songs.

as a former musician (OK, not a musician, but the person who bangs on stuff while musicians make music) and former producer, covers play in an important part in a band or artist development of their own thing.

I'm sure they are very talented. I'm seen many amazingly talented kids, well trained and highly capable, but they just leave me "cold". I guess its a lack of feel.
Its like those "Got Talent" shows. They are extremely competent, but....
Reminds of something I heard once, something along the lines of:
Sid Vicous would bash Simon Cowell's head in with his bass.
Tom Petty would stub his joint out on Cowell's forehead

These kids have to start somewhere and covers are the best way to hone their chops
If you think even the biggest and best artists didn't start out playing covers in some dive bar, you're from another planet
EDIT: The 'you' to which I'm referring is not singling out anybody here, it's a generic 'you'

There was a time (perhaps it’s still done) when aspiring painters would set up their easel in an art museum and attempt to copy a painting of a master to try to really understand, down to the brushstrokes, what and how that master had created their work. It could be a fantastic learning experience, and could produce some very skillful paintings, BUT NOT a work in any way equal to the original.
It’s the same with musicianship. By all means learn by studying the “masters”, but you need to create your own musical statement(s) to warrant recognition. A skilled copy is still just a copy.

I'm no musician, but I know what I like, and I'd like to believe that I can identify talent when I see it... and I would say these kids are talented. (Like as one of the YouTube commenters says, "To those critics of this cover please post links to your band or singing ability.")

Specious analogy. If it were valid, no one could have ANY opinion about ANY art form or performance they couldn’t match themselves. Which, of course, contradicts your initial statement of “I'm no musician, but I know what I like…”

Specious analogy. To like something doesn't necessarily require any musical ability. To criticize something implies that you know (or can perform) better.
