Other than sounding ominous, what's so bad about a shadow government? Shadow governments are common practice by minority political parties in Britain.

Doesn't Britain use the parliamentary system where the government can change on a not-regularly-scheduled switchover that can happen at any time? I'm not sure if that is Jebb's plan.

One could safely assume that the Office of the President Elect has constituted itself as a 'shadow government'. They seem to be happily communicating 'policy' before they legally have the ability to make policy. It's kind of off-pissing.

Is it off-pissing? Personally, I think Obama and his embryonic administration are doing
what any good and responsible embryo should do during these weird times-- letting everyone
know it is developing free of malformation, kicking to let our anxious nation know it's alive
and well and getting ready for the big day when it will be born, ready to walk, talk, carry burdens
and drive on the first day. This contrasts with the birth-certificate skeptics and litigants, who
are trying to perform a late-term abortion on the nascent Obama administration, stabbing at
it with whatever bent wire coat hangers they have in their closets.
