1. It's important because the second restart is from the security update, and because if you interrupt the completion of the update process you may hose your system.

2. They did. It's in the technote as well as the instructions that come with the update.
Do you really think the masses will read that? They need to make that much more clear with some kind of actual stop in the action alert.
