the order to execute the actual kill operation in place would have to come from the sitting President. actually, i think Obama set himself apart from Bush quite nicely in having Bin Laden in his sights and getting the damn job done. i forget the name of the place where Bin Laden was located during Bush's presidency but much has been made of the fact that Bush did not capitalize on that moment.

What props does Bush deserve?

I don't think I am. I missed Grateful's jabs, but I caught people's responses. That is what I incorrectly interpreted your post to be.

I think the name of the place you're thinking about is Tora Bora, spelling?

You mean when OBL was handed to Clinton? http://www.msnbc.msn.com/id/4540958/ns/nightly_news/

To be fair, Clinton handled it as appropriately as he could during his presidency. If you're willing to be critical of that, wouldn't you be harder on Bush for downgrading Bin Laden's threat when he came into office (despite being told by the outgoing Clinton team that OBL should be priority number one)? I think Graylocks comment still stands.
