ebay: USPS says it delivered but I never saw it

Better: Call the 800 number and lodge a complaint about every misdelivery individually.
An outside company compiles those, and they're tallied to determine which branch managers are going to be exiled to less desirable branches or demoted. The complaints are forwarded to the branch immediately and taken very seriously.
