In the sunny southland (Nashville) we had a wind chill of zero all day long due to wind gusts.
That said it does happen at this time of year so you get use to it. Good thing is it ususally comes, stays for a few of days and then goes back to normal for this time of year. 10:40 PM, Wednesday: Currently 8 degrees, wind chill -6 degrees Tonight - Clear skies. Very cold. Low 4 °F (-15.6 °C). Winds NNE at 5 to 10 mph (8.0 to 16.1 kph). Tomorrow - Except for a few afternoon clouds, mainly sunny. High 27 °F (-2.8 °C). Winds SSE at 10 to 15 mph (16.1 to 24.1 kph).

A few years ago the state was completely controlled by tax and budget cutters who doubled the distance students were allowed to walk to school, some up to two miles. It was optional for the districts. Then the same folks borrowed a whole bunch of money from the schools' permanent fund, thus forcing the schools to borrow money. You can imagine how many districts voluntarily chose to bus kids.
