Or maybe we should lock violent criminals up for good and put people with serious psychological issues in institutions that can help them. Then again, that would be logical.
Only one of the above mentioned devices has as its primary function to kill.

Pure supposition on my part, but without knowing anymore details I would guess that armed with an AR-15, he might have been able to injury or kill at least one, generally one of the first on scene.

As tragic as this was, I'm glad it wasn't worse.

That movie complex shows movies that have been previously shown at first run movie houses which would help explain the fewer audience members.

He had a pellet gun !
He wasn't going to kill anybody with it.

If we're going to to invent weapons let's invent him being a high as a kite pot smoker too without knowing any more if it serves a narrative.
