Why the desire for a fusion drive in your mini-to-be? A better alternative would be a 1TB SSD if the $200 price tag isn't too steep or a 250GB or 500GB SSD for the OS plus a few apps that are used most often and a 1TB hard drive for everything else.

Umm, a fusion drive is slower than a straight SSD. It was devised when the price of SSDs was very high (as opposed to merely high today).
And opening a 2012 mini is very easy while installing a second drive is involved but not difficult. Watch the OWC video or read the ifixit instructions.

It's main advantage is cost.
