Apparently not in my state.

Tennessee’s law prohibits texting only while a driver's vehicle is actually in motion. I've seen many a folk texting sitting in traffic or at a stop light.

Also:

Tennessee law prohibits using a cellphone or wireless electronic device to send or read a text message while driving. However, there’s an exception for drivers who are at least age years of age and use a hands-free device to send or receive a text message.

Not sure what age is listed as it appears to have been left out or something.

.....the thing is with the newer generation who has never lived without these devices.....they spend entire days looking as the smartphone.....from the moment they wake up, it is the 1st thing they pickup and look at it constantly throughout the day.....

.....at least we knew a time before there were smartphones, so we can live without them but they are dependent on them and don't know a time when they never existed....
