The 5s, and presumably the SE will do 1080p/120fps and 720/240fps.
Maybe some will do 1080/240. Get a 'Phone with 128G or more, and you should be covered at either 120 or 240fps for a decent ride.
I have no experience, but I'm betting a higher frame rate at 1080 offers a better chance of not needing the ENHANCE button on your computer, than 4K/30fps, especially when a car is approaching. Then you're at about 900kt closure.
Playback will be a little slow, but grabbing a sharp frame would be much easier.

Can't under stand why 30fps couldn't capture a plate and movement in daylight. I sure would not be pedaling these parts even at dusk. Not when SUVs are doing 45 in a 30.
The cycliq that mattkime has, ticks a lot of boxes and is made for the purpose, though the reviews are mixed at best in a couple places.
The
Yi is popular as a dash cam and does 1080@60fps. G sensor, 165º.
Wyze can be USB pack powered according to users and can be time locked by turning on within the network.

Who said it couldn't? Or wouldn't.
I'm sure there are a lot of circumstances where it could and would.
But I've seen plenty of 30fps footage that didn't capture a plate clearly and one was left to take guesses as to what it read. It some cases, that was good enough. Others, not at all.
You provide police with a copy of the video. What you're reporting, and how much of the plate is legible while have an effect on how far the investigation is prosecuted. A good, clean video or still is worth a thousand words and a conviction. Less than good, clean— not so much.
I don't know how in how many instances 4K would have improved the quality at that frame rate. Maybe some, maybe none. Not to mention there is a lot more detail available at a higher frame rate, as is at higher resolution.
Like torque and horsepower, I bet there's a similar curve between resolution and frame rate where the end sharpness of a frame can be found satisfactory without going to extremes.

The problem with 30 fps is that the effective shutter speed is pretty low. Any significant vibration or fast panning/motion ends up with the image very blurry. I keep looking for reasonably (sub $150) priced action cameras that can capture over 1080p resolution images with at least 120 fps, but the market isn't quite there yet.

The very wide angle of dashcams makes images in the distance appear stable. As they get closer, relative movement is greater and blur can ensue.
And particularly for a bike without suspension (and even in a bike with suspension) the cam will have to be frame mounted for the best results.
At some point I'm going to try my 'Phone at 1080/120. It's a shame that I can't watch it played back at 120fps.
