So, methane is a particularly potent greenhouse gas, and Obama made a rule in 2016 designed to limit methane leaks by requiring oil and gas companies to monitor and repair new natural gas equipment.
But he was black and a Democrat, so anything he did had to be undone if possible. ..which Trump did last September, even though Exxon, Shell and BP asked him not to.

One way to undo the Trump rule blocking the Obama rule is for Congress to disapprove of the rule change via a simple majority vote. Which the Senate just did, 52-42.
I don't know what is most notable: that the CNBC article didn't mention that all Dems voted for it, and that all nay votes were R's...or that there were actually 3 Repubs that voted for it (Portman R-OH, Collins R-ME, and...wait for it...Lindsey Graham (Whichever-way-the-wind-blows - SC).
Now it goes to the House, and (presumably) Biden's desk.
