Our older male dog's urine has a very strong stench. It's worse in the summer due to heat. Our neighbor (we live in a duplex) hasn't said anything. We have used Nature's Miracle Stain and Odor Remover, soapy water, water and lemon, and water with bleach. None could get the stench off the concrete backyard. Any other helpful suggestion will be appreciated.

Dealable: Strong urine odor is sometimes just a sign of sexual maturity or sexual stimulation. Has he been neutered? Is there a female dog in the vicinity?
Also dealable: Strong urine odor may be due to the fillers used in cheap dog food. Try a premium brand.
Maybe hard to deal with: Strong urine odor is sometimes a sign of failing kidneys.

He's 10-11 year old (adopted from a shelter so no concrete birth record). Neutered since day one. Our younger 1 year old (adopted stray off the street). Spayed. Neither one is interested in each other except their usual dog greetings and an occasional play.

The lucky dogs have been fed premium food. Yes, we have tried different brands but the result remains the same.

Vet gave a clean bill of health on his annual check up.

Yes, we have done that. It created more work for us as the water runoff would puddle hence bring on the green nasty mold along at the bottom of the wall. The backyard is slope toward the wall.

Try dumping some white vinegar on it and just letting it sit 'til it evaporates. Maybe it'll take several applications in this heat. Also, don't let your dog pee there anymore. I know it is a pita but maybe you can block his access to it or something. Otherwise he's just gonna keep doing it and since concrete is porous...it's gonna be no fun for anybody.
That is our main dog urine lifter around here (diluted about 1 part vinegar to 3 parts water on our floors) and we have plenty o' dogs and one of the rescues has just never learned potty training. Or we have never taught it well enough. Whatever.
Bleach is highly toxic and noxious. I try to avoid the stuff wherever possible.
You can buy huge jugs of white vinegar at Sam's or Costco for a few bucks each. We are never without it. Also good for general cleaning (diluted).
