While it is a shocker for most americans to think of a bike as anything other than a toy, I'd guess that this lady uses a bike as her regular method of getting around and wouldn't have any other logical way of heading out.

Bikes are more popular here in villages for short distances than they are in the burbs, despite the hills.
There used to be two brothers who owned a strawberry farm down the street and they rode their bikes from their city apartment to the farm out in the "boonies " ( about 15 miles) every day until each of them dropped dead. Neither ever owned a car. It could be pouring rain and they wouldn't accept a ride. Got to watch out for all ages of peoples riding bikes even in the snow around here. Especially with no lights of any sort at night.
