I say unethical. Maybe even illegal. HR people are not supposed to betray your privacy.

If work wants your cel number, then they should pay for the service. Otherwise consider the number private and for emergencies of the life threatening type only.
I get paid for 8 hrs a day. When I leave work, I stop thinking about work completely. If they want to pay me overtime, then they can interrupt my home life. Unfortunately my work pays my cel bill therefore they can call me anytime they like. This type of stuff is exactly why I do not allow anyone I work with to befriend me on facebook.

Sounds like HR should start looking for a new person in the HR Dept.
Unless it's been authorized by you or is an absolute dire emergency, I can't think of a reason why it'd be considered acceptable.

The "cell" part is irrelevant unless you're stuck in the past. People's cell phone numbers are now by and large their numbers, period.
The question should be simply "HR gave out my phone number . . ." Which may or may not have been appropriate depending on circumstances, which we don't know.

If the cell phone in question was not provided by your employer, I believe this is an illegal act.
If it was provided by your employer, it is considered an employer-owned resource that I'm pretty sure they can give to whomever they choose.
