It's not run by eBay. SecretSale is run by OnPagePromotions.com with no direct connection to eBay.
I don't know what info they ask for but I would be careful.
If you google eBay SecretSale you will see there are numerous complaints.

Sorry, but it's not owned by eBay, just a partner with eBay and Paypal. Considering how much eBay and Paypal "protect" sellers, I would be wary about OnPagePromotions.com looking out for anyone but themselves. If you check the whois database, OnPagePromotions.com is owned by an individual out of Chapel Hill, North Carolina
