Tether iPad to VZ iphone 5?

Can't figure out how to do this. Searched the forum and apple forums. When I select on my phone Settings/General/Cellular/Set up hot spot, I get the message that I should contact Verizon. I thought one could do this in VZ now as a result of a court decision. Any help on how to do this would be appreciated.

Is there an app I have to download?

Verizon cannot block you from doing it, if you hack your phone. But you can pay them for the privilege too.
