Find My iphone only sees wifi???

I use Find my iphone to occasionally see where my son wanders off too (I found his makeout spot with it), but recently it stopped seeing his phone except on a wifi connection. It also does not see my phone except on a wifi connection.

Why did it stop seeing network connections and how can I get it too see them again?

The iPhone is probably defective. You were scrooged. Return it.

Maybe he turned it off cause he knew you were being big brother.

Nope - cell data is turned on.

he has not disabled it and besides it doesn't see mine either. It was tracking just fine and then suddenly stopped on both except when in wifi.

When you're away from WiFi, can the Maps app find your current location correctly (is GPS working?).

Anything in location services that might be disabling it?

okay... rebooted
checked Location Services (which are all on and the arrow shows in the bar)

as soon as he left our home wireless network, his phone shows as offline.

I'm baffled.
