is it possible for a bum USB hub to load down the upstream USB hub?

MBA to Dell U2412M with built-in 4 port hub, to old Belkin powered USB hub.
If the powered hub was dodgy, could it load down the upstream Dell hub?
Been having intermittent USB issues with this config.
Not 100% sure if it's the Dell or the Belkin.

does MBA have 2 USB ports, and if so, why not plug the Belkin hub into a second port directly on MBA until you isolate the issue?
