Using Handbrake Version 0.9.9 x86_64 with the VLC 2.1.5 Rincewind (Intel 64bit) and getting scrambled looking video. How do I fix this? Would like to play on the ipad without without hooking a dvd player to it :jest:

Does the ripped dvd play ok? If so, try ripping again using the iPad setting.

Disc is brand new and plays fine on several machines.

So you ripped using Handbrake? I use Ripit and then process with Handbrake. This allows me to rip discs nonstop and queue them in Handbrake.

You most likely ripped the wrong video track. Play in DVD Player and check which track the movie plays on. That might help. If it is a disney movie then try rip it.

There is one that is about 90 minutes and one that is 9 minutes. I believe the movie is the 90 minute. That is the one that comes out scrambled.

It's not being unencrypted correctly. You probably need to rip it with something other than Handbrake. Then reencode it.
Edit: You may have one of the tricky discs that is difficult to rip.

Why not download the libdvdcss library in step two of my link? Supposed to solve the problem of scrambled video.
"By default, Handbrake can rip unprotected DVDs, but most DVDs you buy from the store have copy protection. To get around this, you'll need to install libdvdcss. On Windows, you can download this file separately (here for 32-bit systems and here for 64-bit systems), rename it to libdvdcss.dll, and put it in your Handbrake program folder (C:\Program Files\Handbrake). If you're on a Mac, download this file and double-click to install it."
Direct link from article, but you might want to make sure that's the newest version available.

Started a disc after I installed #2 from the link you posted. That did the trick. Thanks for the help.
