Exterior or marine grade plywood will last easily a year. Carpeting or veneer will only serve to hold water against the plywood and accelerate its destruction.

Why do you need to use plywood? How big an area? What is it being attached to? How thick is the surrounding decking? Will the plywood match the height of surrounding deck boards, if any? Does the deck have any pitch so water won't stand on the plywood?
Need more info...

using it for cost, yes matches existing height of decking, but mainly used in a section where it doesn't matter. this is a temporary situation but don't want somethign that can only last a few months in the weather and the winter. marine ply is great but too much $$$ for this use. carpeting is great but not if it will retain moisture, I guesss.

Put a good coat of primer and paint on all sides, and the edges, of the plywood and this should significantly extend its life. Get those cut edges really good

Biggy?
What's the greater deck made of? 2x6's or something similar? a 5/4 thick decking board? you're doing a patch? What's the rest of deck treated with for protection?

If you have any rain at all where you live, I'd say that non-marine plywood is going to buckle and fail in short order, no matter how well you paint it. That's why decks aren't made out of plywood. If you answer Kraniac's question or show us a picture we might be able to help you with a better solution.

All exterior grade plywood is made with waterproof glue, usually resorcinol.
