Google Earth Pro had this until early last year. They pulled it out and haven't offered a replacement (short of developing your own app using their API.)
I used it to look for properties so I can clearly see their boundaries. Then I often use Google Earth to rotate and position so I can see the view from that property. I know some counties offer arial photos and boundary lines, but in the cases I use it for, those sites either don't exist or they're very difficult to use.

Yeah, ideally it would be a little more full featured, but that would be good enough. The other thing it needs to be able to do is work across counties. The area I'm looking at is at the corner of three counties. I'm looking in Washington State.

Bing has some of what Google used, and I think Zillow shows the data that Google used to have.
Some counties have their own GIS maps, others let third parties take it over and require payment to get access to maps. It's kind of a patchwork unless you are willing to pay for 48/50 state access.

Google Maps still has parcel lines—for those jurisdictions that provide them. Google apparently will pay, but may not pay unlimited amounts, or accept one-of-a-kind EULAs. (County legal departments sometimes have strange ideas.)
The
ArcMap viewer has parcel lines for jurisdictions that make their data available. That's probably fewer than Google has—but could include a county or two that Google doesn't have for various reasons.
If they're not on Google Maps or ArcGIS online, I think your only option will be individual county websites.

In the areas I'm looking in, Google Maps doesn't have the lines. Arcgis doesn't seem to show them either. Does one have to sign up for a trial subscription to see them?

No, a subscription shouldn't affect what you see on the basemap backgrounds.
What counties are you interested in?

King, Snohomish, Kittitas and Chelan. Mainly around the Cle Elum, Leavenworth and Chelan areas.
