Why is it asking me to restore from a backup?
Doesn't the SIM card mean that the new phone should just "be" without having to futz around?
It's been ages since I did this. I thought it was just boom. done.
If I "Set Up as New iPhone" will it eventually realize the SIM card is in there? Or do I have to put it back in the 5s, do an iCloud backup, then re-swap the SIM card to the SE? I don't remember having to do all that the last time, but it was years ago.

The SIM card should just bring over your carrier info so you can make calls.
Is this a brand new phone or one you have used before?
If it is a new phone, the you have to bring over the phone info from a backup or set it up as new.

1. Back up the 5s to iCloud (or locally via iTunes)
2. Swap the sim over to the SE
3. Set up the SE and restore the backup you just made.
rgC is correct. The sims only function is to hold your carrier information and phone number. It doesn't store any of contacts, photos, apps etc.

It is brand new. So thank you, I will back up the old phone and start over. It's my husband's phone so God only knows when it was ever backed up. Thank you again.

Make sure the old phone and new phone are on the latest iOS or Same iOS If possible.

......you need a backup of old iphone.....when you first started up the new iPhone after inserting SIM.....it probably asked it was new or previous #.....you can set-up as 'new' which means nothing is moved from the old iPhone........if you want stuff from old iPhone then it will restore from the backup......
.....your new iPhone will then have everything the old one had after the restore.....but as I said you have the option to set the SE as a new iPhone with nothing from the old one....

I tried three times to restore the SE and each time was told (after 15 minutes!) there wasn't enough room on the new phone. Both phones are 32 gigs. I was cussing at iTunes when my husband interrupted to ask if I thought the 3,600 photos and 300 videos might be causing a problem.
The new, post-photo/video-download backup took a minute, and a minute to restore it to the SE.
Done? Not yet!
The phone wouldn't make calls. Turns out Best Buy didn't activate it before shipping. The AT&T rep said they'd been getting calls all day from Best Buy customers whose AT&T Prepaid SEs weren't activated. It took a little while for AT&T to activate the phone, and they were very apologetic even though it was Best Buy's fault.
I did get a thank you, btw. I think mostly for not throwing the SE at him.
