I believe that the photo is of Yogi Berra. He's famous for saying silly things that don't really make sense but still get the point across that he's trying to make. I don't understand the relevance in this situation though.

Famous Yogi-isms:
“It’s deja vu all over again.”
“I didn’t really say everything I said.”
“I usually take a two hour nap from one to four.”
“When you come to a fork in the road, take it.”
"Nobody goes there anymore. It's too crowded."

The reason for the pic being posted was not about Berra and his record of one-liners. It's the look of befuddlement.
