... I had noticed this happening to me once at an airport, until I set AirDrop to private. I thought it was just a fluke or something, little did I realize that it was apparently intentional?
I find it kind of incredible that they don't seem to care about privacy issues... and it would have never occurred to me that they could also be using it for things like cheating on exams. (As an instructor, I always ask students to surrender their phones, but of course I have to also watch them for the possibility that they either didn't give up their phone or brought a second one.)
