A new “emergency calling” feature will also be a big differentiation for wellness buyers. This lets the LTE Apple Watch 5 versions automatically call emergency services if the wearables ECG (electrocardiogram) heart rate monitor or fall detection service sense the wearer is in danger, even when it’s not connected to an iPhone.

So, the new watch (5) can, and the old watch (4) couldn't. At least that's what I get out of this article.

Found this when I was looking for a list of differences between the 4 & 5 series.

Id wait for a real review with AW5 on someones wrist.

Site seems to be setup for a lot of clicks, with "bait-y" headlines and fluff articles?

I really, really, really doubt it. The laws only relate to 'phones'. Smart watches are data devices. Activation is required for the cellular models to work that way.

I am not sure about automatic calling (I doubt it), but I operate on the assumption that an LTE watch can call 911 without activation or service. When LTE came out on the watch, this was much discussed in articles and on forums, and several folks reported that their watches did call 911 successfully. I have never tried though.

I've only seen one report where someone stated the made a 9-1-1 call on their Watch without a data plan.

It was posted on reddit. He turn off his 'Phone and wireless router. He stated that initially the call didn't go through. After talking to an Apple engineer, and apparently trying some profiles, he was able to connect after a 5min wait.

That's a long time to be waiting for an EMS operator. But if true, it would save $10+ a month.
