My Google FU is weak, looking for definition for term of violence

I have a seen a term in a few different places and I cannot define the term I saw. It is when a person indirectly plants the ideas or gets the ball rolling in someone or many people's heads to commit violence. I tried looking at the thesaurus for works similar to "incite" but the synonyms are all very direct. It is a sublet effect, under the radar. It is done a very devious and deliberate way as to give the speaker plausible deniability.

I will know it when I see it. Thanks in advance.

Sorry to be difficult folks but so far I don't see the answer. I think I read a news story and someone in the comments wrote what the term was. I am trying to find it.
