For those not in the know. If your ballistic armor doesn't have either a steel or ceramic trauma plate, an arrow or cross bow bolt can easily go through it if it has enough kinetic energy.
"Officers fired their weapons at the suspect, who was not wounded, Ramirez said. His name was not immediately released." most police officers are lousy shots. There is never enough training in the budget, and most officers don't shoot recreationally either.

That's sort of a given. Maybe some of the physics majors can weigh in, but I believe with the greater mass of a bolt over a bullet, less energy is required to penetrate a vest. I'd wager a bow of of any nature has less recoil then most firearms.

I didn't say if the shooters were SWAT or patrol, but I imagine it was the SWAT team.
I'd expect better, but when someone goes down, it's tough to maintain situational awareness and discipline. One is then on the defensive. There's always an investigation of where rounds went immediately, in case a bystander was hit and in need of medical attention. Sometimes they're not all found.
