It's actually a .gif image that was named wrong. I loaded it and was quite confused by the size, so gave it a rename to .gif and then it did the .gif thing.

I downloaded it and changed the file type. I assume it is an animated gif (129 elements according to Preview. How do we view it?

Yes, it's an animated .gif. Drag it to the desktop, change the suffix to .gif, and drag it in a browser window or use a standalone player.
