I'm in 13.6....
To be clear, this isn't the "empty trash" command. This is if there's a folder in the finder, has a bunch of items in it. Select some/all of the items, use the "command-delete" keyboard shortcut to send items to trash. The screenshot I posted is what comes up for me after using that keyboard shortcut.
Oh....I have an idea. I think that this only behaves this way if I'm deleting "online-only" files from my local dropbox folder. Perhaps as a "are you sure you want to do this" type of warning that dropbox throws up.
Just tested this theory by deleting a bunch of items from a fully local, non cloud synced folder and the files went to the trash just fine.

ok - I get that dialog only when trashing from a non-local drive, BUT I still have the defaults highlighted so I can cancel with spacebar or go ahead when I click return.
I do NOT get that warning when I delete from dropbox folders.
