I have a strange little file called "nul" at the top level of my drive. No KB. Is it safe to delete it?

null is zero.

NULL may be zero, but NUL is the zero-th character in the ASCII character set.

It's likely safe to delete, but I'd ask
a) who owns it? if it's a user, then it's certainly safe to delete, and was likely the result of a bad installer
b) what does it matter? it's empty, and not taking up anything close to a significant amount of space. Heck, the browser cache file just grew more by your posting and reading the responses

How about putting in the Trash and restarting to see if it makes any difference. Usually files in the trash are not usable but they are recoverable.
