Paragon Sports has been advertising Terramar Thermawool long underwear for $25 top or bottoms, male or female. I suspect the low price is because its last year's model but i have a hard time believing that its been improved upon.
I ordered some before the new year and have been wearing them for my cycling commute. Its definitely the most comfortable long underwear I've ever owned. Fits snugly without being restrictive and just long enough to overlap in the important gap spots (waist and ankles). Like all wool, it naturally wicks away sweat.
If it has a fault, its that it keeps me too warm with the temp hovering around freezing. I'm confident that it'll keep me warm down to 20°F and possibly lower.
I already bought myself two pairs so I expect to be set for a couple of years. You're lucky that they still have stock.
