A co-worker with whom I often discuss old movies just wandered in looking for any info on a movie he saw 15 or so years ago.

It might have been in Russian - or just about Russia. The topic was dictatorship.

The ending has an old lady walking down a deserted street looking for a church. When she's informed there isn't one, she asks (something along the lines of) "why build these monuments, but not one to god?"

I hope that's vague enough.
