Boy, there must still be a lot of Tiger holdouts (myself included) for Apple to still be writing software updates for it.

Who else hasn't fully "upgraded" to Leopard yet?

That is one of the curses of growing your market. As there are more and more Mac users, there will be a longer tail of people who don't upgrade.

"Improved performance" --- my limited experience with Migration Assistant tells me this will be welcome.

As for Tiger, it's not quite 12 months obsolete yet, and many places still use it. Our several-hundred Macs here run Tiger mostly, and will continue to do so until they rip them away next year and replace them with Dulls ...
