I searched the PP website and could find no mention of holiday gift certificates. Maybe someone has a link.

Gift certs, yes.
For abortions, not necessarily.

Would I buy one of their GCs - maybe, maybe not. I don't think it's tacky though. If I had a friend who went there, using any of PPs women's services, and it looked like she could use the financial help, I might though. I generally buy everyone on my holiday list GCs for the holidays - be it to a book store or an auto parts store, depending on their needs or interests.

The organization decided to offer the vouchers because so many people are uninsured or are putting off health care because of prohibitive costs, said Betty Cockrum, president and CEO of Planned Parenthood of Indiana. Nearly 800,000 Indiana residents don't have health insurance, she said.
Planned Parenthood's annual exams for women, which include Pap tests and breast exams, typically cost $58. The vouchers can be used for the exams, but also for insurance copays and for medication.

As MacGurl said, the vouchers can be used for many of Planned Parenthood's services. Can the vouchers be used for abortions as well? Yes. The chances of anyone giving one of these vouchers specifically for the purposes of an abortion? Just about zero. Chances that anti-abortion advocates would pass up a chance to cast this in the most provocative way possible even though the chances of being used in that most provocative way are about zero are zero. The author of the cited site verges on, if is not actually guilty of, demagoguery.
