Bush dilemma: How to pardon torturers if they "broke no laws"

He says torture wasn't illegal. But, I'm sure he wants to cover his people. How does he phrase a pardon if there is nothing to be pardoned from?

That's easy. It's called a blanket pardon.

You pardon them for any and all crimes they may have committed between certain dates.
